"And I can't lie - it sucked! But I paid off $10,000 in those 6 months, so it was worth it to me."?

From then, she moved back out and stuck to a hardcore budget, tracking her spending for three months. Luckily, she was also able to commit two sizeable income tax returns to her debt. She's been debt-free since May 21, 2013.

Premier Wynne and Justin Trudeau attend Pride church services ahead of parade

TORONTO - Ontario's premier and two federal political party leaders will help kick off Toronto's 33rd annual Pride Parade in Toronto today.

Premier Kathleen Wynne, NDP Leader Thomas Mulcair and Liberal Leader Justin Trudeau will attend a church service before the parade.

Wynne, who is Ontario's first openly gay premier, will also become the province's first sitting premier to take part in the Toronto parade.

The outdoor church service is expected to see hundreds of community members turn out to show support for the gay and lesbian community.

New Democrat MPs Craig Scott and Olivia Chow will also be on hand, before joining Mulcair and other Toronto-area politicians on the NDP float in the parade.

Wynne and Trudeau will also march in the parade, which is expected to see thousands fill the city's downtown core for what has traditionally been the largest event of its kind in the country.

The church event will also see performances by musician Alana Bridgewater, along with Danielle Wade and Jamie McKnight of the Wizard of Oz musical.

Obama tells leaders to follow Mandela's example

JOHANNESBURG (AP) ? President Barack Obama encouraged leaders in Africa and around the world Saturday to follow former South African President Nelson Mandela's example of country before self, as the U.S. president prepared to pay personal respects to relatives who have been gathered around the critically ill anti-apartheid icon.

"We as leaders occupy these spaces temporarily and we don't get so deluded that we think the fate of our country doesn't depend on how long we stay in office," Obama said.

Obama spoke at a news conference with South African President Jacob Zuma in the midst of a weeklong tour of the continent that also included stops in Senegal and Tanzania. But many other African nations are embroiled in religious, sectarian and other conflicts.

Obama decided to avoid stopping in his father's home nation of Kenya because of international disputes there. The International Criminal Court is prosecuting Kenyan President Uhuru Kenyatta for crimes against humanity, including murder, deportation, rape, persecution and inhumane acts allegedly committed by his supporters in the violent aftermath of Kenya's 2007 elections.

"The timing was not right for me as the president of the United States to be visiting Kenya when those issues are still being worked on, and hopefully at some point resolved," Obama said. He noted he's visited Kenya several times previously and expects he will as well in the future.

Obama and Zuma appeared at the Union Buildings that house government offices and the site of Mandela's 1994 inauguration as the country's first black president after 27 years behind bars for his activism.

The 94-year-old Mandela has been in a nearby hospital for three weeks after being admitted with a lung infection. Zuma told reporters that Mandela is in critical but stable condition and the whole nation is praying that he will improve.

Obama and his wife visited with some of Mandela's relatives Saturday at the Nelson Mandela Centre of Memory, part of the former president's foundation. The White House didn't say which relatives were meeting with Obama. In accordance with the family's wishes, Obama doesn't plan to visit with Mandela.

Obama revered Mandela as "one of the greatest people in history," referred to him by his clan name as he praised South Africa's historic integration from white racist rule as a shining beacon for the world.

"The struggle here against apartheid for freedom, Madiba's moral courage, this country's historic transition to a free and democratic nation has been a personal inspiration to me, it has been an inspiration to the world," Obama said.

"The outpouring of love that we've seen in recent days shows that the triumph of Nelson Mandela and this nation speaks to something very deep in the human spirit, the yearning for justice and dignity that transcends boundaries of race and class and faith and country," Obama said. "That's what Nelson Mandela represents, that's what South African at its best represents to the world, and that's what brings me back here."

Zuma told Obama he and Mandela are "bound by history as the first black presidents of your respective countries."

"Thus, you both carry the dreams of millions of people in Africa and in the diaspora who were previously oppressed," Zuma said, reading from a prepared statement.

On other topics, Obama declined to commit to supporting South Africa's bid for a permanent seat on the United Nations Security Council. He said the U.N.'s structure needs to be updated and it would be "odd" for an expanded Security Council not to have African representation.

"How we do that and what fashion is complicated, it's difficult and it involves all kinds of politics," Obama said.

"Everybody wants a seat at the table, but when it comes time to step up and show responsibility, sometimes people want to be free riders," Obama said, adding he wasn't referring to South Africa specifically.

Zuma responded that he wishes the process of change at the U.N. would speed up.

Obama also said he wants to boost trade with Africa and plans to renegotiate an African trade pact to improve it for American businesses. He said he welcomes competition from other nations who have been aggressive in pursuing commercial opportunities in Africa, including China.

"I don't feel threatened by it. I think it's a good thing," he said. He added: "Our only advice is make sure it's a good deal for Africa." He said that includes making sure foreign investment employs Africans and doesn't tolerate corruption or take its natural resources without compensation for Africans.

Obama also is paying tribute to South Africa's fight against apartheid by visiting the Soweto area Saturday afternoon for a town hall with students at the University of Johannesburg. At least 176 young people were killed in Soweto township 27 years ago this month during a youth protest against the apartheid regime's ban against teaching local Bantu languages. The Soweto Uprising catalyzed international support against apartheid, and June is now recognized as Youth Month in South Africa.

The university plans to bestow an honorary law degree on the U.S. president.

Protesters under police watch demonstrated outside the university against Obama's record on surveillance and foreign policy. Demonstrators from a range of trade unions and civil society groups chanted, "Away with intelligence, away," holding posters depicting Obama with an Adolf Hitler moustache.

"People died in Libya. People are still dying in Syria," said 54-year-old Ramasimong Tsokolibane. "In Egypt, in Afghanistan in Pakistan drones are still killing people. So that's why we are calling him a Hitler. He's a killer."

Obama has been trying to inspire the continent's youth to become civically active and part of a new democratically minded generation. Obama hosted young leaders from more than 40 African countries at the White House in 2010 and challenged them to bring change to their countries by standing up for freedom, openness and peaceful disagreement.

Obama wraps up his South Africa stay Sunday, when he plans to give a sweeping speech on U.S.-Africa policy at the University of Cape Town and take his family to Robben Island to tour the prison where Mandela spent 18 of his 27 years behind bars.

Obama has visited the island before, but said it's a particular privilege to bring his daughters back to learn its lessons.

Russian prosecutors drop jail threat against tycoon Lebedev

MOSCOW (Reuters) - Russian prosecutors dropped a jail threat against media magnate Alexander Lebedev over a televised brawl on Friday, a move he said showed the absurdity of a trial he portrays as President Vladimir Putin's revenge for criticizing the government.

State prosecutor Nadezhda Ignatova told a Moscow court at Lebedev's trial that the backer of two British newspapers, The Independent and London Evening Standard, should be convicted of political hatred but not a separate charge of hooliganism.

Instead of pressing for the maximum five years in jail over the punches he threw at property developer Sergei Polonsky, she asked for the multi-millionaire's movements to be restricted for 21 months and said he should be barred from public events.

In another unexpected turn at a trial that has at times collapsed into farce, Polonsky, who has not attended since it began on May 7, issued a statement urging the court to forgive Lebedev.

"At least they've recognized the absurdity of the charges of political hatred and hooliganism that were thought up by the (state) Investigative Committee," Lebedev said. "We consider that I acted in self-defense."

He has sat quietly through the trial in his trademark attire of a jacket, shirt, jeans and white sneakers, and presented glowing character references from celebrities such as Elton John, Kevin Spacey, Hugh Grant, Keira Knightley and Bono.

Much of the time he has shown his contempt for the proceedings by tapping away on his iPad in court.

The judge could still impose a jail sentence when he announces the verdict, now expected on Tuesday, but this is extremely unlikely after the prosecution's summary.

Lebedev, 53, held up the decision as evidence of the weakness of the case against him, rather than as a reprieve by enemies seeking retribution against him for criticizing the government over corruption.

"They (the investigators) received a sort of humiliation when the prosecutor changed position in the court," Lebedev, a former KGB spy in London, told reporters after Friday's hearing. "Their whole pack of documents is just complete nonsense".

RAPID PUNCHES

The powerfully built former billionaire jumped out of his chair and hurled punches at Polonsky after he goaded Lebedev as they recorded a television talk show in September 2011. Polonsky was knocked backwards and off the studio podium.

Lebedev portrayed the punches as a pre-emptive strike because he felt under threat.

Polonsky faces charges over a fight he had in Cambodia but fired his lawyers on Friday in a statement demanding forgiveness for Lebedev that was ignored by the court.

Ignatova said Lebedev should for one year and nine months be barred from moving house or changing job without permission, and should not be allowed to take part in or organize public events. The judge later retired to consider the verdict.

Lebedev is rare among oligarchs in speaking out against the Kremlin since the imprisonment of oil tycoon Mikhail Khodorkovsky, who was arrested in 2003 after falling out with Putin. Khodorkovsky's Yukos oil company was broken up and sold off, mainly into state hands.

Lebedev has also angered the Kremlin by co-owning - with former Soviet leader Mikhail Gorbachev - Novaya Gazeta, an investigative Russian newspaper which is critical of Putin.

He sees the trial as a warning to other Russian tycoons who do not share Putin's views, and describes his treatment as part of a broader crackdown on dissent since Putin started trying to reassert his authority after protests against him last year.

His business interests in Russia include a bank, National Reserve Corporation, real estate assets and a potato farm.

(AP) ? President Barack Obama is receiving an enthusiastic welcome in Africa, even as he has yet to leave a lasting policy legacy on the scale of his two immediate predecessors.

Presidents Bill Clinton and George W. Bush passed innovative Africa initiatives while in the White House and passionately continue their development work in the region in their presidential afterlife.

His first major tour of Africa as president is coming just now in his fifth year, while Bush and Clinton are frequent fliers to Africa. Bush even will be in Dar es Salaam, Tanzania, next week at the same time as Obama, although they have no plans to meet.

Ford recalls 13,100 Explorer, Taurus and MKS models

DETROIT (Reuters) - Ford Motor Co. said Friday it is recalling more than 13,100 Ford Explorer, Taurus and Lincoln MKS models because the child safety locks on the rear doors may not work properly.

The recall affects 2013 models, and the malfunction could mean the child safety locks would turn off automatically, allowing the doors to be opened from the inside.

No accidents or injuries have been reported due to the malfunction, Ford said.

The affected vehicles were built at the automaker's Chicago Assembly Plant between November 29, 2012 and December 12, 2012. Most of the recalled vehicles are located in North America.

Ford said dealers will test and replace the rear child safety locks for no cost if necessary.

During the week of the NFL?s Rookie Symposium, where life lessons are taught to the incoming class of rookies, there hasn?t been a shortage of conversation.

But the conversation keeps coming back to one guy, Aaron Hernandez.

Troy Vincent, the NFL?s senior vice president of player engagement, said it?s a topic that?s impossible to avoid.

?You know, there?s this pink elephant in the room .?.?. the Hernandez situation,? Vincent told players, via Rick Maese of the Washington Post. ?The media has every right to ask you a question about that situation. And you have every right not to engage in that conversation. It is what it is. ?

As part of the opening session for NFC rookies Wednesday night, a group of second-year players were on hand to tell the new guys about the transition. But the topic of Hernandez was never far away.

?A lot of people are afraid of the words, ?Oh man, you different,??? Colts tight end Dwayne Allen said. ?You damn right I?m different. You damn right I?m different. I got a lot more money in my pocket, and a lot more sense. That?s the way you got to go about it.

?If you just turn on your TV to ESPN, this is a brotherhood. This is a brotherhood. One of our brothers in trouble right now. It really hurts me, man. But one of our brothers is in trouble right now because he didn?t want to be different. You got to make a choice right now. .?.?.

At that point the room of rookies fell silent.

With the Hernandez situation unfolding in front of them ? along with former Browns linebacker Ausar Walcott being arrested for attempted murder and Cowboys defensive tackle Josh Brent going back to jail for failing drug tests while awaiting trial for killing a teammate in a drunk driving crash ??the league doesn?t need many words.

They have examples, hopefully too many of them for the point to be missed.

Spy program gathered Americans' Internet records

WASHINGTON (AP) ? The Obama administration gathered U.S. citizens' Internet data until 2011, continuing a spying program started under President George W. Bush that revealed whom Americans exchanged emails with and the Internet Protocol address of their computer, documents disclosed Thursday show.

The National Security Agency ended the program that collected email logs and timing, but not content, in 2011 because it decided it didn't effectively stop terrorist plots, according to the NSA's director, Gen. Keith Alexander, who also heads the U.S. Cyber Command. He said all data was purged in 2011.

Britain's Guardian newspaper on Thursday released documents detailing the collection, though the program was also described earlier this month by The Washington Post.

The latest revelation follows previous leaks from ex-NSA contractor Edward Snowden, who is presumed hiding at a Moscow airport transit area, waiting to hear whether Ecuador, Iceland or another country might grant him asylum. He fled Hong Kong over the weekend and flew to Russia after being charged with violating American espionage laws.

The collection appears similar to the gathering of U.S. phone records, and seems to overlap with the Prism surveillance program of foreigners on U.S. Internet servers, both revealed by Snowden. U.S. officials have said the phone records can only be checked for numbers dialed by a terrorist suspect overseas. According to the documents published by The Guardian on Thursday, the Internet records show whom they exchanged emails with and the specific numeric address assigned to a computer connected to the Internet, known as the IP, or Internet Protocol, address.

The program, described in a top secret draft report from the NSA inspector general, described the efforts of then-NSA Director Gen. Mike Hayden to fill gaps in intelligence gathering after the Sept. 11, 2001, attacks. One NSA officer quoted in the report described "NSA standing at the U.S. border looking outward for foreign threats" and "the FBI looking within the United States for domestic threats. But no one was looking at the foreign threats coming into the United States. That was the huge gap that NSA wanted to cover."

The draft added that the sweeping phone and Internet data-gathering programs were meant to speed up the process of surveillance of a terrorist suspect overseas, because "the average wait time was between four and six weeks" to get a court order from the Foreign Intelligence Surveillance Court. "Terrorists could have changed their telephone numbers or Internet addresses" before the NSA received permission to spy on them on U.S.-based phone or Internet systems.

Alexander said at a Baltimore conference on cybersecurity that the NSA decided to kill the Internet data gathering program because "it wasn't meeting what we needed and we thought we could better protect civil liberties and privacy by doing away with it."

He said the program was conducted under provisions of the Patriot Act, and that NSA leaders went to the Obama administration and Congress with the recommendation to shut it down.

Shawn Turner, a spokesman for the director of national intelligence, said the program has not resumed.

The Washington Post had described the Internet surveillance in an earlier report, without publishing the documents or releasing as many details. The Post described it as part of four secret surveillance programs ? two aimed at phone and Internet metadata, while two more target contents of phone and Internet communications.

Alexander, who has been up on Capitol Hill frequently for hearings and meetings since the NSA phone and email surveillance was made public, laid out a broad defense of the programs.

He said he worries that more leaks are coming, adding that "every time a capability is revealed we lose our ability to track those targets."

While never mentioning Snowden by name, Alexander said his irresponsible releases of classified information "will have a long term detrimental impact on the intelligence community's ability to detect future attacks."

He declined to provide more details on what the NSA is doing to prevent such leaks in the future. He has said that the agency is changing passwords and improving its ability to track what system administrators are doing.

On Thursday, he said he was looking at how the leak happened and the people involved. He said the NSA can't do its job without contractors because it doesn't have all the talent or access it needs to do the job.

Military announces same-sex spousal benefits after Supreme Court decision

The Department of Defense moved to extend benefits to same-sex military spouses after the Supreme Court's decision on Wednesday to strike down the Defense of Marriage Act.

"The Department of Defense intends to make the same benefits available to all military spouses?regardless of sexual orientation?as soon as possible. That is now the law, and it is the right thing to do," Defense Secretary Chuck Hagel said in a statement hours after the Supreme Court decided that DOMA?a federal law barring the recognition of same-sex marriage?was unconstitutional.

"Every person who serves our nation in uniform stepped forward with courage and commitment. All that matters is their patriotism, their willingness to serve their country and their qualifications to do so. Today's ruling helps ensure that all men and women who serve this country can be treated fairly and equally, with the full dignity and respect they so richly deserve," Hagel said.

The department will immediately take several actions in the wake of the decision, including making identification cards available to same-sex spouses of members of the military (which the department estimated will take six to 12 weeks) and offering them housing, medical and dental benefits as well as interment at Arlington National Cemetery. The department is reviewing its policies regarding overseas tours, according to a spokesman.

Kosovo says now recognized by 100 countries

PRISTINA (Reuters) - Egypt has become the 100th country to recognize Serbia's former province of Kosovo as independent, the Pristina government said on Wednesday, a milestone for the Balkan country's pursuit of full international acceptance.

"The oldest state in the world, Egypt, has officially recognized now the youngest state in Europe - Kosovo," Kosovo Foreign Minister Enver Hoxhaj said on Twitter.

A ministry official said this was the 100th recognition since Kosovo declared independence from Serbia in February 2008 with the backing of the West. The country of 1.7 million people is also recognized by the United States and 22 of the European Union's 27 member-states.

Kosovo's government hopes Egyptian recognition will spur other Muslim nations to accept the country as sovereign.

Serbia does not accept the secession of land it considers central to Serb identity and faith. Russia, a Serbian ally and U.N. Security Council veto-holder, has so far thwarted Kosovo's hopes of joining the United Nations.

Serbia lost control of the territory in 1999, when NATO bombed for 11 weeks to halt the killing and expulsion of ethnic Albanians by Serbian forces trying to crush a guerrilla insurgency.

This year, Belgrade has bowed to pressure from the European Union to cooperate with Kosovo, seeking the reward of membership talks that the bloc said this week would begin by January.

The Egyptian decision follows an EU-brokered deal in April to improve ties between Serbia and Kosovo, with Belgrade agreeing to cede de facto control of a small Serb pocket in the north of the majority-Albanian state.

Tunisia frees three Europeans jailed for topless feminist protest

TUNIS (Reuters) - A Tunisian court on Wednesday decided to release three European feminist activists who staged a topless protest in Tunis last month against the Islamist-led government.

The release of the three women -- one German and two French members the women's rights group, Femen -- could ease the anger of the European Union, Tunisia's main economic ally.

They were sentenced to four months in jail for indecency earlier this month after their May 29 protest to call for the release of fellow activist Tunisian Amina Tyler.

Tyler, 18, remains in custody, awaiting trial. She was arrested in Kairouan on May 19 after she hung a feminist banner from the wall of a mosque and tried to bare her breasts, on the same day that the Islamist Ansar al-Sharia group held a rally in the city that authorities tried to ban.

The decision to jail the three European women angered France, Germany and the European Union who urged the Islamist-led government to reform its laws on freedom of expression.

"The court sentenced these three activists to four months suspended jail terms... (the) women would leave Tunisia as soon as possible", one of their lawyers, Souhaib Bahri, told Reuters.

Witnesses said the women left the prison of Manouba late on Wednesday night.

Marguerite Stern and Pauline Hillier of France and Josephine Markmann of Germany apologized on Wednesday during their appeals hearing.

"I didn't think it was going to shock Tunisians to that extent. I would never do it again. We want to return to our country and our loved ones," Hillier said.

Femen has staged protests across Europe, mainly against Russia's detention of the all-female Pussy Riot punk band last year.

The new government is led by a moderate Islamist party, Ennahda, but hardline Islamist Salafists are seeking a broader role for religion, alarming a secular elite which fears this could undermine individual freedoms, women's rights and democracy.

Tunisia was the first country to be rocked by an "Arab Spring" uprising, inspiring similar revolutions in Egypt and Libya.

Secular groups say the Islamist-led government is trying to stifle freedom of expression and creativity, but the government strongly denies this.

Filibuster and protest stop Texas abortion bill

AUSTIN, Texas (AP) ? Hundreds of jeering protesters helped stop Texas lawmakers from passing one of the toughest abortion measures in the country, shouting down Senate Republicans and forcing them to miss a midnight deadline to pass the bill.

Initially, Republicans insisted they had started voting before the midnight deadline and passed the bill that Democrats spent much of Tuesday filibustering. But after official computer records and printouts of the voting record showed the vote took place on Wednesday, and then were changed to read Tuesday, senators convened for a private meeting.

An hour later, Lt. Gov. David Dewhurst was still insisting the 19-10 vote was in time, but said, "with all the ruckus and noise going on, I couldn't sign the bill."

He denounced the more than 400 protesters who staged what they called "a people's filibuster" from 11:45 p.m. to well past midnight. He denied mishandling the debate.

"I didn't lose control (of the chamber). We had an unruly mob," Dewhurst said. He then hinted that Gov. Rick Perry may immediately call another special session, adding: "It's over. It's been fun. But see you soon."

Sen. Wendy Davis, D-Fort Worth, spent most of the day staging an old-fashioned filibuster, attracting wide support, including a mention from President Barack Obama's campaign Twitter account. Her Twitter following went from 1,200 in the morning to more than 20,000 by Tuesday night.

"My back hurts. I don't have a lot of words left," Davis said when it was over and she was showered with cheers by activist who stayed at the Capitol to see her. "It shows the determination and spirit of Texas women."

Davis' mission, however, was cut short.

Rules stipulated she remain standing, not lean on her desk or take any breaks ? even for meals or to use the bathroom. But she also was required to stay on topic, and Republicans pointed out a mistake and later protested again when another lawmaker helped her with a back brace.

Republican Sen. Donna Campbell called the third point of order because of Davis' remarks about a previous law concerning sonograms. Under the rules, lawmakers can vote to end a filibuster after three sustained points of order.

After much back and forth, the GOP voted to end the filibuster minutes before midnight, sparking the raucous response from protesters. As the demonstrators thundered, Campbell urged Senate security to "Get them out! Time is running out. I want them out of here!"

If signed into law, the measures would close almost every abortion clinic in Texas, a state 773 miles wide and 790 miles long with 26 million people. A woman living along the Mexico border or in West Texas would have to drive hundreds of miles to obtain an abortion if the law passes. The law's provision that abortions be performed at surgical centers means only five of Texas' 42 abortion clinics are currently designated to remain in operation.

In her opening remarks, Davis said she was "rising on the floor today to humbly give voice to thousands of Texans" and called Republican efforts to pass the bill a "raw abuse of power."

Democrats chose Davis, of Fort Worth, to lead the effort because of her background as a woman who had her first child as a teenager and went on to graduate from Harvard Law School.

In the hallway outside the Senate chamber, hundreds of women stood in line, waiting for someone to relinquish a gallery seat. Women's rights supporters wore orange T-shirts to show their support for Davis.

The filibuster took down other measures as well. A proposal to fund major transportation projects as well as a bill to have Texas more closely conform with a recent U.S. Supreme Court decision banning mandatory sentences of life in prison without parole for offenders younger than 18 did not get votes. Current state law only allows a life sentence without parole for 17-year-olds convicted of capital murder.

The bill would ban abortion after 20 weeks of pregnancy and force many clinics that perform the procedure to upgrade their facilities and be classified as ambulatory surgical centers. Also, doctors would be required to have admitting privileges at a hospital within 30 miles ? a tall order in rural communities.

"If this passes, abortion would be virtually banned in the state of Texas, and many women could be forced to resort to dangerous and unsafe measures," said Cecile Richards, president of Planned Parenthood Action Fund and daughter of the late former Texas governor Ann Richards.

Health Insurer's App Helps Users Track Themselves ...

A smartphone app that launches this week from the health insurance company Aetna?helps users monitor their own health-tracking data. As costs spiral upward, health-care companies could eventually turn to such apps as a way to encourage healthy behavior.

At MIT Technology Review?s Mobile Summit in San Francisco last week, Martha Wofford, consumer platform vice president at Aetna, said the company would launch an app called CarePass to serve as a portal for an individual?s health-related activity and, if he allows it, his medical records, too.

Through CarePass, a person could enter a health goal?say, fitting into his jeans next month?and get personalized suggestions for how to go about achieving it. CarePass can integrate data from wearable tracking devices like Fitbit or Jawbone?s UP, as well as apps like MapMyRun; it can take into account doctor visits, prescriptions, and blood pressure or cholesterol records. It will also point users to trustworthy symptom and diagnosis information through iTriage, software that Aetna acquired last year.

A few other health-care providers, such as Kaiser Permanente, are getting into this area, but Aetna appears to be pushing forward more quickly than most. CarePass, for example, will include APIs so that patients can give access to their data to third parties, including doctors or other software developers, Wofford says.

Nearly 50,000 health-related mobile apps are already out there, letting people collect data about their well-being and interact with doctors and pharmacies from their mobile devices.

With the entire U.S. health-care system under pressure to reduce costs, insurance companies could start creating financial incentives for people to voluntarily share this data and improve their health and fitness.

President Obama?s Affordable Care Act, Wofford says, allows insurers to increase so-called ?wellness incentives? to up to 30 percent of a premium, up from 20 percent before. This would allow employer health plans to create bigger ?carrots? for their employees to go to the gym or use a Fitbit. Under U.S. law, incentives have to be based on behaviors?say, joining a gym?rather than outcomes, such as losing 10 pounds versus two pounds, Wofford says. The same rules do not apply in Europe.

CarePass will be offered to individuals at first, but Aetna plans to launch a portal for employers, too. There they will receive anonymous and aggregated data about the overall health trends of their employees, Wofford says.

As health-care costs increase for employers as well, they are likely to become more aggressive in looking for ways to reduce costs.

?I think it will be led by employers,? says Wofford. ?We see some more aggressive employers like Safeway, where they are driving outcomes by swabbing the cheeks of employees to see whether they are smoking or not.? U.S. law says that smokers can be charged higher premiums.

More data is not enough to improve health outcomes, however. And the data can be difficult to make use of. Zeo, a company that made a sleep-tracking device, and which was a pioneer in this area, recently went out business because people found its data too complicated to understand, Wofford says. ?If we make it convenient enough, the question is whether we can actually drive behavior change,? she says.
