COPT announces changes to Board of Trustees

Corporate Office Properties Trust, a Columbia-based office real estate investment trust, announced that Jay H. Shidler and Clay W. Hamlin III will step down from their respective positions as chairman and vice chairman of the company?s Board of Trustees, effective at the upcoming shareholders? annual meeting on May 9. They will remain as board members if elected by the shareholders. Shidler has been board chairman of COPT since 1997. He will be succeeded by Thomas F. Brady, a board member since January 2002. Brady was formerly chairman of the board of Baltimore Gas & Electric Co. and executive vice president ? corporate strategy at Constellation Energy Group before it was acquired by Exelon Corp.

Baltimore County seeks public input for bike, pedestrian plans

Baltimore County?s Pedestrian and Bicycle Advisory Committee (PBAC) is seeking community input as they begin to move forward on implementing a number of projects identified in the recently adopted Eastern and Western Pedestrian and Bicycle Access Plans. (The plans are available online at www.baltimorecountymd.gov/bikeped as PDF files.) Members of the public are invited to voice their preferences on which projects to fund first at a citizen input meeting on Tuesday, April 16 at 5 p.m. in the Jefferson Building Hearing Room (Room 104), 105 West Chesapeake Avenue, Towson, MD 21204. The PBAC plans to take a closer look to identify initial projects that will provide county citizens with the greatest benefit at the lowest cost, using state, federal, and private grants. Francesca?s opens women?s boutique at Hunt Valley Towne Centre

Francesca?s, a trendy women?s apparel and gift shop, will open a new boutique on Saturday at Hunt Valley Towne Centre. The new, 1,225-square-foot boutique will be located on the retail center?s ground level, next to Claire?s and Pearl Vision, according to landlord Greenberg Gibbons. Francesca?s offers an eclectic, hand-picked collection of upscale clothing, handbags, jewelry, accessories and other one-of-a-kind treasures.

Renovated apartments open at Charlestown retirement community

Erickson Living, the developer and manager of the Charlestown retirement community in Catonsville, announced the opening of the Edgewood, an apartment building containing 55 renovated apartments ranging from 756 to 1,365 square feet. The Edgewood has 10 different floor plans in a mix of one- and two-bedroom apartment units. Upgraded standard features include granite countertops, lighting and plumbing fixtures and stainless appliances. Many of the apartments feature screened-in porches overlooking a nature trail or courtyard. Applications being accepted for Howard County Housing program

Howard County Housing will begin accepting applications for the April enrollment period for the county?s Moderate Income Housing Unit program on Monday. The open enrollment period will end on April 30. The MIHU program is an inclusionary zoning program that requires developers of new housing in certain zoning districts to sell or rent a percentage of the new dwelling units to households of moderate income. The program offers quality new homes at reduced sale prices and rents to income-eligible families. HCH will hold two Buyers and Renters Workshops to explain the program?s eligibility requirements and application process for prospective homebuyers and renters. One workshop will be on April 13 at 10:15 a.m. at Long Reach High School in Columbia, and the second will be on April 24 at 6 p.m. in the Gateway Building in Columbia.

Hot Air Blow Dry Bar opens in Owings Mills

Valley Village Shoppes in Owings Mills is the setting for an unusual new store: the Hot Air Blow Dry Bar, a new-concept hair boutique that offers premium washing and blow-drying services. Jointly owned by Joy Robinson Singer and Kate Boyle Taylor, the hair salon provides ?quick-fix? hair styling for women, men and children, and is positioned as an alternative for expensive and time-consuming appointments at traditional hair studios. Merritt Properties LLC?s Schilling Green II office building has won a Green Project of the Year award from the Baltimore Metro chapter of the Associated Builders and Contractors. Completed in June 2012, Schilling Green II is a four-story, Class A office building located in Hunt Valley ? the final installment of Merritt?s Schilling Square office park. Merritt is currently pursuing LEED Platinum certification from the U.S. Green Building Council for the building. The Platinum certification is the highest level of the Leadership in Energy and Environmental Design standard conferred by the USGBC.

SECU takes top spot in Md. on list of first-mortgage grantors

SECU, Maryland?s largest state-chartered credit union, has been ranked first in the state and 29th nationally on a list of the Top 300 First Mortgage Granting Credit Unions. The Linthicum-based financial cooperative SECU jumped four places from 2012?s 33rd place ranking on the annual list of mortgage-granting credit unions compiled by the American Credit Union Mortgage Association. According to data compiled by ACUMA, SECU originated $469.5 million in 2,250 fixed and adjustable first mortgages through the third quarter of 2012. SECU also sold $175.7 million in first mortgages over the same period. Outstanding fixed and adjustable first mortgages totaled $969.9 million, while real estate loans sold but serviced by SECU topped $522.6 million. The new ranking came only a few weeks after SECU was named to a list of the 50 largest credit unions in the U.S. compiled by SNL Financial.

Mahan Rykiel wins award for work on Pierce?s Park

Mahan Rykiel Associates, a Baltimore-based landscape architecture, urban design and planning firm, has won an Honor Award from the Maryland and Potomac chapters of the American Society of Landscape Architects for its work in designing Pierce?s Park, a waterfront park that occupies a 1-acre site at Baltimore?s Inner Harbor. The park, located between the Columbus Center and Eastern Avenue, is dedicated to the memory of Baltimore contractor and civic leader Pierce J. Flanigan III, and was built with the help of donated services and $2 million raised by Susan Flanigan, wife of Pierce Flanigan, and her team. Pierce?s Park was built as a sustainable space that includes indigenous trees and native plantings, as well as bio-retention facilities that will educate children about the benefits of capturing runoff. There are sculptures by local artist David Hess, and landscape features that promote play and imagination. Mahan Rykiel will receive the award on May 10 at the ASLA Annual Banquet at Historic Savage Mill.

C&W tapped to lease Longview Executive Park

Liberty Property Trust has retained Cushman & Wakefield as the exclusive listing agent for Longview Executive Park?s three office buildings at 307, 309 and 311 International Circle in Hunt Valley. C&W?s Tim Jackson, Courtenay Jenkins, and Matt Melnick will market the property for lease on behalf of the owner and landlord. The four-story, 108-suite hotel is owned by White Marsh Hospitality I LLC and managed by Baywood Hotels Inc. Federal Home Loan Bank to award grants

The Federal Home Loan Bank of Atlanta announced that it will award $21.3 million in grants to its member financial institutions and their community housing partners through its 2013 Affordable Housing Program. Up to $500,000 will be awarded per project through a competitive application process. Grants can be used to help finance the acquisition, construction, rehabilitation and development of affordable rental and ownership housing. Potential applicants should work with an FHLBank Atlanta member financial institution to complete the AHP Competitive program application. REIT to acquire Baltimore?s Wexford

Baltimore-based Wexford Science & Technology LLC, a privately held real estate investment and development company, is being acquired by BioMed Realty Trust Inc., a San Diego-based real estate investment trust, for approximately $640 million. Wexford will become a wholly owned subsidiary of BioMed, according to the announcement of the deal. Wexford owns about 1.6 million square feet of space, and is developing an additional 935,000 square feet, in university-affiliated research parks and health care systems. Among Wexford?s holdings are two research buildings and a parking garage at the University of Maryland, Baltimore?s BioPark in the 800 block of West Baltimore Street. The transaction is expected to close in the third quarter of 2013.

Second round of energy grants available

The Maryland Energy Administration announced the second round of funding for its ?Game Changer Competitive Grant Program,? a program created to provide cost-sharing grants for innovative clean energy generation technologies and market strategies in Maryland. This round of funding is focused on geothermal heating and cooling as well as bio-energy projects. Applicants will be evaluated on the merits of their energy production, cost-effectiveness, market potential, project viability, cost share, project performance measurement and verification methodology, and project visibility. Applications are due by April 22. Most grants will range from $25,000 to $250,000. Funding comes from public auctions of carbon credits through the Regional Greenhouse Gas Initiative.

BDC OKs tax break for Harbor Point

Directors of the Baltimore Development Corp. on Thursday approved a developer?s request for a tax break valued at $107 million to help develop the local headquarters of Exelon Corp. at Harbor Point. The BDC?s board of directors sent the request by Harbor Point developer Michael Beatty for the tax-increment financing, or TIF, on to Mayor Stephanie Rawlings-Blake and the City Council. A BDC spokesperson said details of the TIF were not being made public. Beatty had said earlier he would request $150 million for the TIF. A council committee will hold hearings on the TIF request later this spring.

MacKenzie gets Hunt Valley listings

MacKenzie Commercial Real Estate Services, of Lutherville, has been selected by Liberty Property Trust as the exclusive listing agent for a significant portion of Liberty?s Hunt Valley portfolio. MacKenzie?s Senior Vice President/Principal Wiam W. Whitty Jr., Vice President F. Joseph Bradley III and Vice President Matthew B. Mueller will represent the $6.9 billion real estate investment trust?s Class A office buildings at the North Park Business Community. The team will provide leasing advisory services for three buildings containing 296,370 square feet of space, located adjacent to the Hunt Valley Towne Centre.

Marie Gerwig has been promoted to vice president, senior portfolio manager at Manekin LLC. Gerwig joined the Columbia-based, full-service, commercial real estate firm in 1996. LEASES?

Cushman & Wakefield has been selected to lease space in two office buildings in Glen Burnie. C&W?s Karen Cherry and Matt Melnick are the agents in charge of leasing Empire Towers and Crain Towers. Empire Towers, at 7310 Ritchie Highway, is a 10-story, 146,000-square-foot office building with a variety of suite sizes available up to 13,000 square feet for a full floor user. Sawhney Commercial LLC, which purchased the building in December 2012, is planning major renovations, including new lobby, restrooms and common area finishes, as well as exterior improvements. Crain Towers, at 1600 Crain Highway, is a six-story, 74,000-square-foot medical office building whose current tenants include an on-site pharmacy, radiology office, physical therapists, orthopedists and optometrists. Both buildings are managed by Attman Properties Management Co.

Merritt Properties LLC reported the following recently signed leases:

* Mr. Roofer, a plumbing contractor, leased 3,000 square feet of office and warehouse space at the Beltway Business Community, 3701 Commerce Drive, in Arbutus. Mr. Roofer was represented in lease negotiations by Jos? Santana of the Segall Group.

* Mr. Basement LLC, specialists in basement waterproofing and crawl spaces, leased 6,000 square feet of office and warehouse space at 832 Oregon Ave. in Linthicum. Lindsay Summerfield of Colliers International handled lease negotiations on behalf of the tenant.

* J.A. Lee Cos. Inc., a full-service general construction, electrical and telecommunications company, leased 2,550 square feet of space (1,914 s.f. warehouse, 636 s.f. office) at 152 Blades Lane, Suite P, in Glen Burnie.

* Ward Recycling Inc., a used clothing shipping warehouse, leased 12,500 square feet of warehouse space at 821 Oregon Ave. in Linthicum.

DNA: How to unravel the tangle

Mar. 29, 2013 ? A chromosome is rarely found in the shape we are used to seeing in biology books, that is to say the typical double rod shape (the X pattern, to put it simply). It is usually "diluted" in the nucleus and creates a bundle that under the microscope appears as a messy tangle. In the last few years such chaos, however, has been "measured" and scientists have unveiled their secret: the genes in the tangle are actually arranged in regions that may perform a functional role.

A research coordinated by the scientists at SISSA of Trieste has now developed and studied a numeric model of the chromosome that supports the experimental data and provides a hypothesis on the bundle's function.

A chromosome spends most of its life "diluted" in the nuclear cytoplasm. To the untrained eye it may look like a randomly entangled thread, yet biologists claim the opposite: although a chaotic component does exist in the bundle, experimental measurements have identified regions that tend to contain specific genes. Thanks to such measurements, researchers have obtained maps of the chromosome in its diluted form, the one in which the DNA transcription processes occur.

Cristian Micheletti, a physicist of SISSA, the International School for Advanced Studies of Trieste, has coordinated an international research team -- in which Marco Di Stefano and Angelo Rosa stand out -- that has devised an ingenious method which, on one hand, has allowed to verify the already known experimental measures and, on the other, to find data in support of a theory which explains why the DNA bundle is arranged in regions. "Employing the vast amount of publicly available data on gene expression, we have identified families of genes co-regulated within a chromosome" explains Micheletti. The co-regulated genes codify "in accord," but how such synchronization occurs is a mystery, since often the genes are located very far from one another on the DNA filament. "Two main hypotheses may be considered: either 'messengers' exist that travel back and forth from one gene to the other and coordinate the activity, or the DNA filament folding up inside the tangle brings the genes belonging to the same family physically close."

On the basis of the second assumption Micheletti and his colleagues have used the computer to induce the DNA numeric model to bring the co-regulated genes closer. "The outcome of the simulation has provided a map of chromosome arrangement that is very close to the one obtained through experimentation," explains Micheletti. "Besides, the model has successfully brought closer the genes belonging to the same family, as we had asked for, in 80% of cases, that is without too much effort, which corroborates the validity of the hypothesis and the effectiveness of the simulation."

THURSDAY, March 28 (HealthDay News) ? A new round of ads featuring emotionally charged tales of smokers who have suffered the ravages of smoking are on the way, federal health officials announced Thursday.

?Last year?s campaign exceeded our very high expectations, and this year?s campaign continues in that vein of showing the realities of smoking,? Dr. Tom Frieden, director of the U.S. Centers for Disease Control and Prevention, said during a late-morning press conference.

?It takes what we as doctors see day in and day out and draws back the curtain from the examining room and shows the realities smokers live with day in and day out,? he said.

These ads work, Frieden said. ?They save lives and they save money,? he said. ?Today and every day this year, more than 1,200 people will be killed by tobacco, and today and throughout this year 8 million people are living with disease, disability and disfigurement caused by tobacco ? that?s the reality.?

Building on the success of the first ads released last year, the new ads will air on TV and radio and appear on billboards starting April 1 and run for 12 weeks, according to the CDC.

Dr. Jonathan Whiteson, director of the cardiac and pulmonary wellness and rehabilitation program at the Rusk Institute of Rehabilitation Medicine at NYU Langone Medical Center in New York City, said the graphic ads can get current and potential smokers to take note.

?But these campaigns must be followed by comprehensive programs ? and that means government spending ? to help people quit and stay quit,? Whiteson said.

The new ads tell highly emotional stories of real smokers whose lives were changed for the worse by smoking, and also of those who suffered from being exposed to secondhand smoke.

People featured in the ads have a variety of smoking-related conditions, such as chronic obstructive pulmonary disease (COPD), severe adult asthma and complications from diabetes, such as blindness, kidney failure, heart disease and amputation.

In one ad, Tiffany, whose mother died of lung cancer when she was 16, recently quit smoking so her own daughter ? who had just turned 16 ? would not suffer the way she did.

Another ad features Bill, a 40-year-old with diabetes whose smoking led to heart surgery, blindness in one eye, amputation and kidney failure.

Bill offers this tip in the ad: ?Make a list. Put the people you love at the top. Put down your eyes, your legs, your kidneys and your heart. Now cross off all the things you?re OK with losing because you?d rather smoke.?

Then there is COPD sufferer Michael, who agonizes over how to tell his grandson ?he may not be around to share his life much longer.? Another ad features Nathan, who has severe lung damage from being exposed to secondhand smoke at work.

In addition, there is a new ad featuring Terrie Hall, who in previous ads showed what someone with head and neck cancer has to do to ?get ready for the day.? In the new ad, she wishes she had recorded herself before her voice box was removed, so that her grandson could have heard her normal voice.

An antismoking advocacy group praised the decision to run a second round of ads.

?We applaud the CDC and the Obama administration for continuing this national media campaign and for their leadership in the fight against tobacco use,? Matthew Myers, president of the Campaign for Tobacco-Free Kids, said in a statement.

?The CDC?s campaign is a smart investment that will save lives and save money by reducing tobacco-related health care costs, which total $96 billion a year in the United States,? Myers said.

?Tobacco companies spend $8.5 billion a year ? nearly $1 million every hour ? to market their deadly and addictive products, often in ways that entice kids,? he said. ?The CDC?s campaign tells the harsh truth about how devastating and unglamorous cigarette smoking truly is.?

According to the CDC, last year?s ads had a strong impact across the country, more than doubling calls to the government?s 1-800-QUIT-NOW phone line during the 12 weeks of the campaign.

Each year, more than 440,000 Americans die from smoking-related diseases, and for every death, 20 more people are living with one or more serious illnesses from smoking. Nearly 70 percent of smokers say they want to quit, according to the CDC.

It may be challenging at first, but you'll learn to love this pose, Lawrence promises.

Greenfield: Liberal? Conservative? When labels distort

In the flood of commentary engulfing us about the gay marriage cases before the Supreme Court, be wary--be very, very wary--about how the labels ?conservative and liberal? are thrown around.

One of the sins besetting coverage of the high court is that these labels are often not simply useless, but positively confusing. Why? Because when it comes to judicial opinions, such terms often have very different meanings than they do in political discourse.

Take the fight over DOMA, the Defense of Marriage Act. President Clinton signed it into law in the fall of 1996, and now says it should be overturned. Clinton?s enthusiasm for the law back then can be measured by the fact that he signed it--literally--in the middle of the night, and argued in a ?signing statement? that it should not be seen as an excuse for discrimination.

(An honest ?signing statement? from Clinton would have said, ?I?m heading for an easy re-election against my totally flummoxed Republican opponent, Bob Dole, and I?m not going to give him any reed, no matter how thin, to grasp. I?ll make it up to my gay supporters and campaign contributors later.? But I digress.)

In political terms, upholding DOMA would be the ?conservative? position--at least, it would have been a year or two ago, when most voters said they opposed gay marriage. Even with the steady shift of public opinion toward the gay marriage position, only one Republican senator, Ohio?s Rob Portman, publicly supports the idea, and his openly gay son made the issue personal for him.

The Republican Party platform still defines marriage as the union of one man and one woman (or, in the case of former House Speaker Newt Gingrich, one woman followed by another woman followed by another woman).

But consider: one of the tenets of conservatism is an embrace of federalism, the idea that states retain significant powers under the Constitution. The steady expansion of federal power is an affront to that Constitution, many conservatives say.

Traditionally, marriage is one arena where states have all but plenary power; it took until 1967 for the Supreme Court to tell states they could not prohibit interracial marriage.

So if the court strikes down the Defense of Marriage Act, is that a ?liberal? result enabling gay couples married in states where gay marriage is legal to enjoy the same economic advantages that federal laws now grant to straight couples? Or is it a ?conservative? ruling, limiting the federal government?s ability to override state power?

It?s just one example of how confusing political labels can be when brought into the courtroom.

Here?s another, taken from the recent oral arguments in the court over the extension of the Voting Rights Act.

The ?liberal? position politically is that the act ought to be extended to protect the black vote, while the ?conservative? view is that the law has outlived its purpose, now that it?s almost half-century old, and a black president sits in the White House.

When it comes to the Supreme Court, however, a very different measurement applies.

One of the litmus tests for judicial conservatism is the idea of judicial restraint -- that courts should give substantial deference to the decisions of the political process. When Congress and the president enact a law, conservatives generally say, judges should avoid ?legislating from the bench.?
?
Yet in oral arguments on the Voting Rights Act, Justice Antonin Scalia--the poster child for conservatives--was openly scornful of that political process.

Scalia mocked the law?s name (?even the name of it is wonderful...who?s going to vote against that in the future??)? And rather than treating the law?s overwhelming support in Congress as an argument for its validity, Scalia called its popularity ?a phenomenon that is called perpetuation of racial entitlement.?

Scalia?s argument was a far, far distance from ?judicial restraint.? It was, in fact, an argument that said, ?I, as an unelected justice for life, am going to substitute my judgment for the judgment of the Congress and the president.?

Your political preferences will tell you whether Justice Scalia is right or wrong. What is clear, however, is that his approach is in no sense a ?conservative? judicial approach.

No one captured this distinction better than Justice Ruth Badger Ginsburg, a pioneering litigator in the field of sex discrimination and a political liberal who has sharply criticized the reasoning behind Roe v. Wade, which constitutionalized a woman?s right to an abortion some four decades ago. The sweep of the decision, Ginsburg argues, has interfered with the steady expansion of abortion rights through the political process.
?
If she were a lawmaker, Ginsburg clearly would have voted for an expansion of abortion rights. As a matter of Constitutional analysis, she is a critic.

It?s the kind of distinction that will be highly useful when the court rules on gay marriage. It may well be that a constitutionally ?conservative? ruling will warm the hearts of liberals.

(AP) ? The moment was vintage Tiger Woods, and so was his reaction.

Seconds after Rickie Fowler made a 40-foot birdie putt on the 12th hole to pull within two shots of the lead, Woods posed over his 25-foot birdie putt until he swept the putter upward in his left hand and marched toward the cup as it dropped for a birdie.

Fowler, standing on the edge of the green, turned with a slight smile as if to say, "What else can I do?"

Woods won the Arnold Palmer Invitational on Monday and returned to No. 1 in the world for the first time since October 2010, the longest spell of his career. After all that time, after so much turmoil with his personal life and his health, Woods looks as good as ever.

Maybe better.

"It's a byproduct of hard work, patience and getting back to winning golf tournaments," Woods said.

He essentially wrapped up his eighth title at Bay Hill with an 8-iron out of a fairway bunker on the par-5 16th that easily cleared the water and landed safely on the green for a two-putt birdie. Woods dangled his tongue out of his mouth as the ball was in the air, another sign of his swagger.

Just like his other two wins this year, Woods never let anyone get closer than two shots in the final round. With a conservative bogey he could afford on the final hole, he closed with a 2-under 70 for a two-shot win over Justin Rose.

Woods walked off the 18th green waving his putter over his head ? truly a magic wand at Bay Hill ? to acknowledge the fans who have seen this act before. His eighth win in the Arnold Palmer Invitational tied a PGA Tour record that had not been touched in 48 years.

This win had extra significance. He's back to No. 1.

"If I get healthy, I know I can play this game at a high level," Woods said. "I know I can be where I'm contending in every event, contending in major championships and being consistent day in and day out ? if I got healthy. That was the first step in the process. Once I got there, then my game turned."

A year ago, he came to Bay Hill without having won in more than 2? years. He left this year having won six times in his last 20 starts on the PGA Tour.

Next up is the Masters, where Woods will try to end his five-year drought in the majors.

"I'm really excited about the rest of this year," Woods said.

Woods fell as low as No. 58 in the world as he coped with the collapse of his marriage, a loss of sponsors and injuries to his left leg. One week after he announced he was dating Olympic ski champion Lindsey Vonn, Woods returned to the top of golf.

"Number 1 !!!!!!!!!!!!!" Vonn tweeted moments after his win.

Asked if there was any correlation to his winning right after going public with his relationship, Woods smiled and said, "You're reading way too much into this."

Like so many other victories, this one was never really close.

Fowler pulled to within two shots with a 25-foot birdie putt on the 14th hole, but after he and Woods made bogey on the 15th, Fowler went at the flag on the par-5 16th and came up a few yards short and into the water. Fowler put another ball into the water and made triple bogey.

"I was swinging it well. I made a few putts, and trying to put a little pressure on them, let them know I was there," Fowler said. "Just would like to have that 7-iron back on 16. Just kind of a touch heavy."

Woods played it safe on the 18th, and nearly holed a 75-foot par putt that even drew a big smile from the tournament host.

Woods tied the tour record of eight wins in a single tournament. Sam Snead won the Greater Greensboro Open eight times from 1938 to 1965 at two golf courses. Woods tied his record for most wins at a single golf course, having also won eight times at Torrey Pines, including a U.S. Open.

"I don't really see anybody touching it for a long time," Palmer said while Woods made his way up the 18th fairway. "I had the opportunity to win a tournament five times, and I knew how difficult that was."

Rose, who played the first two rounds with Woods, closed with a 70 to finish alone in second.

He pulled to within two shots of Woods with a birdie on the 16th. Woods was in the group behind him in the fairway bunker on the par 5, and hit 8-iron over the water and onto the middle of the green for a two-putt birdie to restore his margin.

"He plays every shot like he plays them on Sunday," Rose said. "His intensity is the same on Thursday often as it is on Sunday, and that makes Sunday a lot less different for him. He plays in that kind of atmosphere far more regularly than a lot of guys do, and it's an adjustment for most of us. It's a known for him."

Fowler had to settle for a 73 and a tie for third with Mark Wilson (71), Keegan Bradley (71) and Gonzalo Fernandez-Castano (72).

Rory McIlroy had been No. 1 since he won the PGA Championship last August. He can reclaim the No. 1 ranking by winning the Houston Open this week. Woods heads home to south Florida for two weeks before the Masters.

Asked the last time he felt this good going to Augusta National, Woods replied, "It's been a few years."

This was the fourth time in his career that he already had three PGA Tour wins before the Masters ? he didn't win a green jacket in any of the previous years (2000, 2003 and 2008). More telling, perhaps, is that Woods has won back-to-back starts for the first time since the Buick Open and Bridgestone Invitational in August 2009.

"I think it shows that my game is consistent," he said. "It's at a high level."

Woods finished at 13-under 275 and won for the 77th time on the PGA Tour, moving to within five of Snead's record.

Fowler, his first time playing with Woods in the final group, opened with eight pars when he needed to be making up ground. And when he finally had a few openings on the back nine, Woods refused to let him through.

Woods salvaged a two-putt par with a 7-footer on the 11th hole to keep a three-shot lead. On the next hole, Fowler looked to gain some momentum when he made a 40-foot birdie putt only for Woods to match him with that 25-foot birdie.

Woods produced some absurd statistics with the putter this week, making 19 of 28 putts from between 7 feet and 20 feet.

He walked off the green to share a handshake with Palmer, along with a big smile and some words that Woods said were best kept private. He left the course in that familiar blue blazer that goes to the winner.

And he left as the No. 1 player in the world.

It's the 11th time that Woods has gone back to No. 1, tied with Greg Norman since the ranking began in 1986. Still to be determined is how long Woods stays there this time.

(AP) ? Actress Tilda Swinton is performing the art of sleeping at New York City's Museum of Modern Art.

A museum spokeswoman says the "Moonrise Kingdom" star presented her one-person piece called "The Maybe" on Saturday.

In "The Maybe," Swinton lies sleeping in a glass box for the day. The exhibit will move locations within the museum every time Swinton performs.

There is no published schedule for the piece, which will occur about a half dozen more times through the end of the year.

Swinton first performed the piece at the Serpentine Gallery in London in 1995. In 1996, she performed it in the Museo Barracco in Rome.

She won an Oscar in 2008 for best supporting actress for her role in "Michael Clayton."

Nerve mapping technology improves surgery for compressed nerves

Mar. 22, 2013 ? Nerve mapping technology allows surgeons to determine whether surgery has been effective for relieving pressure from compressed nerves, which often function poorly and cause sciatica or pain and weakness in muscles supplied by the nerve.

In a small study involving 42 patients at Henry Ford Hospital, lead author and orthopaedic surgeon Stephen Bartol, M.D., says that mechanomyography, or MMG, is effective with measuring nerve function and determining whether nerves are compressed. MMG, which functions by detecting muscle movement and sending real-time alerts to surgeons, measures the performance of nerves during surgery, thereby reducing the risk of inadequate surgery and eliminating the need for additional surgery.

While encouraged by his findings, Dr. Bartol urged caution that more research is needed involving larger patient populations.

"Traditionally, when we operated on someone who has nerve decompression, we didn't know if we had done enough during the surgery at the time. It was basically wait and see after the patient recovered," Dr. Bartol says. "With the MMG tool we can differentiate between normal and compressed nerves, and gauge the severity of the compression."

The study is being presented Friday at the American Academy of Orthoapedic Surgeons' annual meeting in Chicago.

It is estimated that back pain will affect eight of 10 people in their lifetime, and one-quarter of U.S. adults report having back pain lasting at least one day in the past three months. With the rise in minimally invasive procedures, physicians are craving the need for an effective tool to monitor nerve function during surgery.

Conventionally, surgeons assess nerve decompression using direct visualization or a probe called a Woodson elevator, methods Dr. Bartol describes as "purely subjective" and prone to error. Another method electromyography, or EMG, which monitors the electrical response of muscle, is unreliable because electrical noise in the operating room makes it difficult to quantify nerve responses, Dr. Bartol says.

MMG, Dr. Bartol says, monitors the same physiological effects as EMG but uses smart mechanical sensors that are not susceptible to electrical interference. He says clear signals of muscle movement can be detected at low electrical current thresholds.

In the study, researchers sought to test the electrical threshold of stimulation of 64 nerves in 41 patients by direct contact prior to and after decompression, during which a small portion of bone over the nerve root is removed, enabling the nerve root to heal without hindrance. Stimulation started at 1mA electrical current and gradually increased until an MMG response was achieved.

The findings: ? Prior to decompression, 89 percent of nerves had an elevated median threshold of 4.89mA. ? After decompression, nerves had a median threshold of 2.08mA and 70 percent had normal threshold of 1mA. ? After decompression, all 64 nerves had measurable increases in MMG response. ? After decompression, 98 percent of nerves with abnormal pre-compression values had a drop in threshold greater than 1mA.

Dr. Bartol says these findings show that MMG technology "allows the surgeon to make better decisions in the operating room. Inadequate decompression means patients will continue to experience pain after surgery. Better nerve testing during surgery should translate to better outcomes."

The study was funded by Henry Ford Hospital.

Police probe Texas link to Colorado prison chief killing

DENVER (Reuters) - A high-speed car chase and shootout in Texas on Thursday may be connected to the slaying of the head of Colorado's prison system, who was gunned down at his home and may have been targeted for his work with law enforcement, police said.

Tom Clements, who was appointed two years ago as executive director of the Colorado Department of Corrections, was shot on Tuesday night at his home in a secluded wooded area near the town of Monument, 45 miles south of Denver.

The Denver Post identified the suspect as a paroled white supremacist prison gang member, Evan Spencer Ebel, citing unnamed state and federal officials. The Colorado sheriff's office leading the investigation would not confirm the identity and said the report could undermine their work.

Colorado authorities have said the slaying of Clements, who was killed as he answered his doorbell, may be linked to his high-profile position. They were investigating possible ties in the case to the Texas car chase, which might itself be tied to the death of a 27-year-old Denver pizza delivery man.

In Texas, authorities said the driver of the car in question shot and wounded a sheriff's deputy during a traffic stop, and then sped away down a local highway at speeds of over 100 miles per hour (161 km per hour).

"He was winging his left arm out the window with a pistol, just shooting at every police officer he could see," Decatur Police Chief Rex Hoskins told a news conference in Wise County, Texas. "He wasn't planning on being taken alive."

The car later smashed into an 18-wheel truck, and the man jumped out and began firing on police before he was shot by officers. Wise County Sheriff David Walker said the driver was brain dead after the shooting.

Pictures of the wrecked car showed that it had Colorado license plates, and authorities in that state said investigators were en route to Texas to follow up.

HIGH-PROFILE KILLING

Colorado authorities have not publicly named a suspect in the death of the 58-year-old Clements. They have said that investigators were mindful of Clements' long corrections career in Missouri and Colorado. He spent 31 years in the Missouri Department of Corrections, where he became the No. 2 official.

"We are sensitive to the high-profile position in which Mr. Clements served and the fact there could be people who would target him based on his position," Lieutenant Jeff Kramer, spokesman for Colorado's El Paso County Sheriff's Office, said in a statement.

The Denver Post said Ebel, 28, a member of a white supremacist prison gang, the 211s, had been paroled in the Denver area.

However, the sheriff's office said it was "disappointing" that an anonymous law enforcement official would "reveal a suspect and describe a link which has not been investigated fully."

"Doing so undermines an active investigation and can have a negative impact on any future prosecution," the office said in a statement.

The killing prompted Colorado authorities to strengthen security for state officials, including stepped-up patrols at the governor's mansion, the state capitol and other state facilities, State Patrol spokesman Trooper Josh Lewis said.

Police have said the killing did not appear to be linked to any break-in or robbery attempt, and did not appear to be a random act of violence.

Authorities had said they were looking for a "boxy" two-door sedan seen idling near the house about 15 minutes before the first 911 call. The same car was reported a short time later traveling from the scene with a lone, unidentified occupant, they said.

A spokesman for the Denver police, Officer Carlos Montoya, said that investigators were also looking into possible connections between the Texas suspect and the killing of a Dominos pizza delivery man on March 17.

Police said that the delivery man, Nathan Leon, left on a call to deliver a pizza in Denver that day, but never made it to his destination. His vehicle was found near where he was to deliver the pizza and his body was later found miles away in the town of Golden. He had been shot and killed.
