BAGHDAD (AP) ? Iraq's prime minister cautions that a victory for rebels fighting to overthrow the government in neighboring Syria will spark a sectarian war in his own country and Lebanon That would create a new haven for al-Qaida that would destabilize the whole Middle East.
The candid warning from Prime Minister Nouri al-Maliki during an interview Wednesday with The Associated Press was his strongest statement yet about the instability that could follow the toppling of Syrian President Bashar Assad.
It comes as his government confronts growing tensions of its own between Iraq's Shiite majority and an increasingly restive Sunni minority, nearly a decade after the U.S.-led invasion.
Fighting in Syria is increasingly taking on sectarian overtones, with predominantly Sunni rebels battling a regime mostly made up of Alawites, an offshoot Shiite group.
Stocks soared for a second day to finish near session highs Wednesday, with the Dow within less than 100 points of an all-time closing high, boosted by upbeat earnings and economic reports and as Fed Chairman Ben Bernanke reaffirmed his support of the central bank's stimulus policy.
"It would not be shocking to see a final push through, but I want to point out that seasonality is not necessarily on our side, which keeps us from going pedal to the medal," said Josh Brown, financial advisor at Fusion Analytics. "We had a very similar market environment in early 2011 and last year. So it would not shock me to see a sprint close to the highs of the year, have our typical pullback, and when people realize that sequestration is not the end of the world, we could resume. That would be a better moment to load on new longs."
The Dow Jones Industrial Average soared 175.24 points, or 1.26 percent, to close at 14,075.37, propelled by JPMorgan and Caterpillar. The Dow is now less than 100 points from hitting its all-time closing high of 14,164.53.
The S&P 500 jumped 19.05 points, or 1.27 percent, to finish at 1,515.99. And the Nasdaq advanced 32.61 points, or 1.04 percent, to end at 3,162.26.
The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, tumbled below 15.
All 10 key S&P sectors finished firmly in positive territory, led by materials and industrials.

"So much for last week's Fed Minutes; did the market forget who the chief cook and bottle washer is?" wrote Elliot Spar, market strategist at Stifel Nicolaus. "If they did, Ben has set them straight and the market loves it. Those that bailed last week and again on the worry over the elections in Italy now find themselves underperforming."
In his second day of testimony before Congress, Federal Reserve Chairman Ben Bernanke said that the nation's unemployment rate probably won't reach the 6 percent level until 2016, giving further support for the central bank's easy monetary policy and warned Congress against letting looming spending cuts take place.
Stocks recovered their losses from earlier this week after being rocked by Italy's election results. All three major averages are now in positive territory for the week.
"We're in a sideways process with the Dow around 14,000 and we'll probably be around here for a while," said Jeff Kleintop, chief market strategist at LPL Financial. "Profit and economic growth may be softer in Europe and we're probably due for a pullback, but I don't think it's going to be a big one. You want to buy into the dips and put capital to work."

Apple remained in the red as tech giant's CEO Tim Cook dismissed hedge fund manager David Einhorn's lawsuit against the company as being a "silly sideshow," but said the iPhone maker is "seriously considering" ways to return cash to shareholders. Apple is currently sitting on more than $137 billion in excess cash.

"I don't like it either," Cook said of Apple stock's 35-percent plunge since hitting an all-time high last September, but urged shareholders to focus on the longer term, adding that 2012 had been "an incredible year of innovation" at the company.
Flower Foods climbed after the packaged bakery goods company won the bid for Hostess Wonder bread in a deal worth $360 million, CNBC learned.
Among retail earnings, Target posted quarterly results that topped expectations for the holiday quarter. But shares gave up their initial gains amid investor concern over the company's ability to reach its forecast, given its large-scale expansion plans in Canada.
Dollar Tree soared to lead the S&P 500 gainers after the discount retailer posted earnings and revenue that edged past expectations. And TJX rose after the parent company of TJMaxx reported quarterly results that beat Wall Street expectations. In addition, the company announced a dividend hike and a new share repurchase program.
Coach jumped amid unconfirmed reports that the upscale retailer is exploring a sale of itself. Separately, the retailer said it has hired a former Nike executive to oversee the transformation of its stores.
First Solar plunged nearly 15 percent after the solar panel maker posted revenue and outlook that fell short of Wall Street expectations. In addition, Baird cut its rating on the company to "neutral" from "outperform" and lowered its price target to $25 from $30.
Groupon, Limited Brands and JCPenney are among notable companies slated to post earnings after the closing bell.
European shares closed higher, thanks to a successful bond auction in Italy.
On the economic front, pending home sales jumped in January, hitting its highest since April 2010, according to the National Association of Realtors. Meanwhile, weekly mortgage applications declined for a third-consecutive weekeven as rates eased, according to the the Mortgage Bankers Association.

Durable goods orders declined in January, according to the Commerce Department. But excluding transportation, durable goods orders posted its biggest gain since December 2011.

AVALON, Australia (Reuters) - The Pentagon program chief for the F-35 warplane slammed its commercial partners Lockheed Martin and Pratt & Whitney on Wednesday, accusing them of trying to "squeeze every nickel" out of the U.S. government and failing to see the long-term benefits of the project.
U.S. Lieutenant-General Christopher Bogdan made the comments during a visit to Australia, where he has sought to convince lawmakers and generals to stick to a plan to buy 100 of the jets, an exercise complicated by the second grounding of the plane this year and looming U.S. defense cuts.
Pratt & Whitney, a unit of United Technologies Corp , is sole supplier of engines to the $396 billion F-35, or Joint Strike Fighter. Lockheed Martin provides the body of the radar-evading jet, the most expensive combat aircraft in history.
"What I see Lockheed Martin and Pratt & Whitney doing today is behaving as if they are getting ready to sell me the very last F-35 and the very last engine and are trying to squeeze every nickel out of that last F-35 and that last engine," Bogdan told reporters at the Australian International Airshow in southern Victoria state.
"I want them both to start behaving like they want to be around for 40 years," he added. "I want them to take on some of the risk of this program, I want them to invest in cost reductions, I want them to do the things that will build a better relationship. I'm not getting all that love yet."
A Lockheed Martin executive at the airshow declined to comment when reached by Reuters, saying he was unaware of Bogdan's comments. Executives from Pratt & Whitney could not immediately be reached for comment.
Bogdan caused a stir shortly after joining the F-35 program last August when he described the relationship between the government and Lockheed Martin as the worst he'd ever seen. There had been little improvement since then, he said.
"Are they getting better? A little bit," he said. "Are they getting better at a rate I want to see them getting better? No, not yet."
If the project stays on track, Pratt & Whitney will eventually provide 4,000 engines and Lockheed Martin 3,000 planes.
The Pentagon plans to buy 2,443 of the warplanes in the coming decades, although many analysts believe U.S. budget constraints and deficits will reduce that number.
Australia, a close American ally, is considering doubling its fleet of 24 Boeing Co F/A-18 Super Hornets amid delays and setbacks in the F-35 project. That means Canberra could buy far fewer F-35s than initially planned.

Bogdan was also critical of what he suggested were leaks from Pratt & Whitney's camp about the engine issue, which led the Pentagon to suspend F-35 flights last Friday.
Two sources told Reuters that Pratt & Whitney is 99 percent sure the fan blade problem that grounded the jets was not caused by high-cycle fatigue, which could force a costly design change, and the aircraft could be flying again within the week.
"Until all those tests are done and I see the results, I don't know what's going on," Bogdan said. "However ... my gut would tell me it's on the spectrum of the minor side - 99 percent is bold, flying next week is bold."
Bogdan also gave the example of taking six months to close a deal with Pratt & Whitney for engines on its fifth bloc of jets, shortly after General Electric Co had been dropped as a second supplier of engines for the program, leaving Pratt & Whitney as sole supplier for the next 40 years.
"Now, you would think a company like Pratt & Whitney that was just given the greatest Christmas gift you could ever, ever get for a company would act a little differently," Bogdan said.
Bogdan is flying back to the United States this weekend, just in time to hear about the future of U.S. military budgets, which are slated to be cut by nearly $500 billion over the next decade, an amount which could double unless Congress acts in the next week to avert spending reductions known as "sequestration".
Bogdan said he was confident the F-35 program would remain on track and on budget if he was given the discretion to deal with any cuts.
The risk is that money is cut from the $6 billion set aside for the development program by the end of October next year.
"I need every penny of that $6 billion to get over the finish line," Bogdan said. "If they take money out of development something's going to have to give. I'm either going to have to push the program out or I'm going to have to shed capability."
Budget cuts aside, Bogdan said he was confident of bringing the cost of each plane down to around $90 million by 2013, compared to around $120 million now.
Budget cuts have already forced Italy to scale back its F-35 orders, and Turkey has delayed its purchases by two years. Orders from Japan and Israel have buoyed the project, and additional Israeli orders are expected in 2013.
Lockheed is building three different models of the F-35 for the U.S. military and eight countries that helped pay for its development: Britain, Canada, Italy, Turkey, Denmark, the Netherlands, Australia and Norway.
New research delivers a sting in the tail for queen wasps. Scientists have sequenced the active parts of the genome ? or transcriptome ? of primitively eusocial wasps to identify the part of the genome that makes you a queen or a worker. Their work, published in BioMed Central's open access journalGenome Biology, shows that workers have a more active transcriptome than queens. This suggests that in these simple societies, workers may be the 'jack-of-all-trades' in the colony - transcriptionally speaking - leaving the queen with a somewhat restricted repertoire.
Studying primitively eusocial species - like these wasps - can tell us about how sociality evolves. Seirian Sumner and colleagues sequenced transcriptomes from the eusocial tropical paper wasps ? Polistes canadensis. All social species ultimately evolved from a solitary ancestor ? in this case a solitary wasp, who lays the eggs and feeds the brood. But how does this ancestral solitary phenotype split to produce specialised reproducers (queens) and brood carers (workers) when a species becomes social?
This paper gives a first insight into the secret lives of social insects. It shows that workers retain a highly active transcriptome, possibly expressing many of the ancestral genes that are required for our solitary wasp to be successful on her own. Conversely, queens appear to shut down a lot of their genes, presumably in order to be really good reproducers.
Long-standing analyses based on the fossil record holds ants and wasps in a clade known as Vespoidea, with bees as a sister group. The team reassess the relationships between the subfamilies of bees, wasps and ants and suggest that wasps are part of a separate clade from ants and bees, though further genome sequences and comparative data will help to resolve this controversy.
The dataset offers a first chance to analyse subfamily relationships across large numbers of genes, though further work is required before the term Vespoidia could be dropped, or reclassified. Sumner says: 'This finding would have important general implications for our understanding of eusociality as it would suggest that bees and ants shared an aculeate wasp-like ancestor, that ants are wingless wasps, and that bees are wasps that lost predacious behaviours.'
Their work suggests that novel genes play a much more important role in social behaviour than we previously thought.

A rocket carrying seven new satellites, including the first spacecraft designed to hunt huge asteroids and two of the world's smallest space telescopes, launched into space Monday (Feb. 25) from an Indian spaceport.

The Indian?Polar Satellite Launch Vehicle blasted off?at 7:31 a.m. EST (1231 GMT) from the Satish Dhawan Space Centre in Sriharikota, India, on a mission to deliver its muti-national payloads into Earth orbit.
Monday's rocket flight primarily aimed to launch the new ocean-monitoring SARAL satellite into orbit for the Indian Space Research Organisation and French Space Agency. The satellite is the first in a series of satellites created by ISRO to image the Earth, conduct space science, and carry out oceanic and atmospheric studies, ISRO officials said.
Several other payloads rode piggyback on the PSLV rocket, including the $25 million?Near-Earth Object Surveillance Satellite?(NEOSSat), a small spacecraft designed to seek out large asteroids in orbits that may stray near the Earth.
The suitcase-size satellite cannot track small space rocks like asteroid 2012 DA14, the 130-foot (40 meters) object that buzzed the Earth on Feb. 15, but scientists working with NEOSSat will use it to search for a specific types of asteroids that are at least 31 million miles (50 million kilometers) from Earth, mission scientist said. "NEOSSat will probably reduce the impact hazard from unknown large NEO?s [near-Earth objects] by a few percent over its lifetime, but is not designed to discover small?asteroids?near the Earth that may be on collision courses," NEOSSat co-principal investigator Alan Hildebrand of the University of Calgary wrote in a statement.
Two smaller nanosatellites developed in Canada also hitched a ride into orbit alongside SARAL and NEOSSat in what their builders have billed as the?world's smallest space telescope mission. The twin satellites make up the BRIght Target Explorer (BRITE) mission, which includes two tiny cubes, each just 8 inches (20 centimeters) across and weighing less than 15.5 pounds (7 kilograms). The satellites are expected to study the brightest stars in the night sky by measuring how their brightest changes over time.
The compact satellites were designed at the Space Flight Laboratory at the University of Toronto Institute for Aerospace Studies. One of the satellites was built at the laboratory while the other was assembled by a partner team in Austria, university officials said.
"As their name suggests, the BRITE satellites will focus on the brightest stars in the sky including those that make up prominent constellations like Orion the Hunter," university officials explained in a statement. "These stars are the same ones visible to the naked eye, even from city centers. Because very large telescopes mostly observe very faint objects, the brightest stars are also some of the most poorly studied stars."
The two BRITE?nanosatellites?are part of a planned constellation that is expected to eventually number six satellites in all once complete.
Another Canadian satellite was launched today as well. SAPPHIRE, Canada's first military satellite is a small spacecraft designed to monitor space debris and satellites within an orbit 3,728 to 24,855 miles (6,000 to 40,000 kilometers) above Earth. The satellite is expected to augment the U.S. military's existing Space Surveillance System.
"It is with great pleasure that I announce that Canada?s Sapphire satellite has been successfully launched," Defense Minister Peter MacKay said in a statement. "Sapphire is a sound investment that will help safeguard billions of dollars of space assets, in fields such as telecommunications, weather, search and rescue, and global positioning systems."
The other satellites launched on India's Polar Satellite Launch Vehicle Monday were a mixed bag of spacecraft and missions. They included:
AAUSAT3:?A small science satellite developed in Denmark and built by students from Aalborg University.
STRaND-1:?The first smartphone-powered satellite ever launched into space. ?The Android phone that functions as the satellite's brain will run four apps that will take photos from the satellite, test the Earth's magnetic field, monitor the health of the satellite, and allow people around the world to upload videos that will play in space on the phone.
Monday's Polar Satellite Launch Vehicle C20 mission is India's first rocket launch of 2013.

While short-term weather is notoriously volatile, climate is thought to represent a kind of average weather pattern over a long period of time. This dichotomy provides the analytical framework for scientific thinking about atmospheric variability, including climate change.
But the weather-climate dichotomy paints an incomplete picture one that may be complicating efforts to untangle natural variations in climate from man-made effects, according to McGill University physics professor Shaun Lovejoy. In a paper published recently in the journal Eos, Transactions, American Geophysical Union, and in a forthcoming book, Lovejoy argues that statistical analysis shows there is a period between short-term weather and long-term climate that should be recognized as distinct.
Using the three-part atmospheric regime also makes the challenge of climate modeling more precise, and could open up a new set of approaches for modeling and predicting the climate, Lovejoy says.
Lovejoy used a new kind of "fluctuation analysis" to show that there are three atmospheric regimes, each with different types of variability. Between the weather (periods less than 10 days) and the climate (periods longer than about 30 to 100 years), there is an intermediate "macroweather" regime. A graphic representation makes the case intuitively clear.
The accompanying chart shows examples from weather (one-hour resolution, bottom), macroweather (20 days, middle) and climate (one century, top). The daily and annual cycles were removed and 720 consecutive points from each resolution are shown so that the differences in the characters of each regime are visually obvious.
At the bottom, the weather curve "wanders" up or down in a path resembling a drunkard's walk. In the middle, the macroweather curve has a markedly different character: upward fluctuations are typically followed by nearly cancelling downward ones. "The longer the period over which we average it, the smaller the variations become," Lovejoy says.
By contrast, the century scale climate curve (top) displays again a weather-like, wandering variability. (While this plot shows temperatures, other atmospheric fields including wind, humidity and precipitation -- are similar.)
Although the ultimate implications of macroweather may not be known for some time, a basic change in our understanding of what climate is will surely have repercussions, Lovejoy notes.
"Macroweather clarifies the distinction between natural and anthropogenic types of variability and allows us to separate the two with more confidence."
The old saying that "climate is what you expect, weather is what you get," also needs to be reconsidered, he adds. "Macroweather is what we expect."

While short-term weather is notoriously volatile, climate is thought to represent a kind of average weather pattern over a long period of time. This dichotomy provides the analytical framework for scientific thinking about atmospheric variability, including climate change.
But the weather-climate dichotomy paints an incomplete picture one that may be complicating efforts to untangle natural variations in climate from man-made effects, according to McGill University physics professor Shaun Lovejoy. In a paper published recently in the journal Eos, Transactions, American Geophysical Union, and in a forthcoming book, Lovejoy argues that statistical analysis shows there is a period between short-term weather and long-term climate that should be recognized as distinct.
Using the three-part atmospheric regime also makes the challenge of climate modeling more precise, and could open up a new set of approaches for modeling and predicting the climate, Lovejoy says.
Lovejoy used a new kind of "fluctuation analysis" to show that there are three atmospheric regimes, each with different types of variability. Between the weather (periods less than 10 days) and the climate (periods longer than about 30 to 100 years), there is an intermediate "macroweather" regime. A graphic representation makes the case intuitively clear.
The accompanying chart shows examples from weather (one-hour resolution, bottom), macroweather (20 days, middle) and climate (one century, top). The daily and annual cycles were removed and 720 consecutive points from each resolution are shown so that the differences in the characters of each regime are visually obvious.
At the bottom, the weather curve "wanders" up or down in a path resembling a drunkard's walk. In the middle, the macroweather curve has a markedly different character: upward fluctuations are typically followed by nearly cancelling downward ones. "The longer the period over which we average it, the smaller the variations become," Lovejoy says.
By contrast, the century scale climate curve (top) displays again a weather-like, wandering variability. (While this plot shows temperatures, other atmospheric fields including wind, humidity and precipitation -- are similar.)
Although the ultimate implications of macroweather may not be known for some time, a basic change in our understanding of what climate is will surely have repercussions, Lovejoy notes.
"Macroweather clarifies the distinction between natural and anthropogenic types of variability and allows us to separate the two with more confidence."
The old saying that "climate is what you expect, weather is what you get," also needs to be reconsidered, he adds. "Macroweather is what we expect."

DUBLIN (AP) ? So hungry you could eat a horse? Chances are, if you've regularly consumed processed-meat products in Europe, you already have.
Since Ireland published surprise DNA results on Jan. 15 showing that a third of frozen "beef" burgers in Ireland contained at least a trace of horse, food scientists in more than a dozen countries have found the animal trotting into products where it was never meant to roam.
Daily revelations from an ever-increasing menu of supermarket, catering and restaurant goods have taught the world one lesson: When minced up with other meat or slathered with spices, consumers cannot tell equine from bovine in the food chain.
MEATBALLS
Well, IKEA never did call them beef balls. The Swedish furniture giant has discovered that its signature cafeteria dish ? spiced meatballs of mixed beef and pork ? also might contain horse. Ikea said Monday it has suspended all meatball sales in Sweden and plans to withdraw stocks of frozen "Kottbullar" meatballs traced to a specific production batch from stores in 13 other nations: Belgium, Britain, Cyprus, the Czech Republic, France, Greece, Hungary, Ireland, Italy, the Netherlands, Portugal, Slovakia and Spain. The IKEA meatball controversy, like the other suspect products below, has yet to leap the Atlantic.
BURGERS
This is the product that started the January stampede to Europe's DNA labs. Irish authorities doing a random quality check were shocked to find horse meat in frozen burgers produced for five Irish and British supermarkets, and eventually traced the source to Poland. The Irish producers' top two customers ? Burger King's British, Irish and Danish restaurants and the British supermarket chain Tesco ? quickly took their business elsewhere.
PIZZA
There's something rotten in Denmark, but it's not the meat itself. The Danish Veterinary and Food Administration says a product enigmatically described as "pizza meat" and sold by the Harby Slagtehus meat wholesaler contains cow, pig and horse. The company insists that its customers in pizzerias across Denmark knew the topping contained horse, even if that little fact was nowhere on the ingredients list. Government vets don't believe a word of that.
SPAGHETTI BOLOGNESE
Better make that "bolo-neighs." Many of Europe's leading makers of microwaveable frozen foods ? including Birds Eye of Britain, Nestle of Switzerland, and Findus of France ? found that some suppliers had mixed horse into the ground beef used for Europe's most ubiquitous pasta sauce.
PASTA
Not to beat a dead horse, but Europe's food-testing labs are indicating that any factory-made pasta product containing "beef" sauce or filling might be horse in drag. Among those caught at the DNA finish line are the frozen "beef" lasagnas of Birds Eye; Nestle's Buitoni brand of ravioli in Italy and fusilli in Spain; and Combino-branded tortelloni and penne in Austria. France's Comigel blamed the discovery of up to 100 percent horse in its "beef" lasagnas ? sold under other brand names, including Findus and Tesco ? on a complex supply chain stretching from its Luxembourg factory back via Dutch and Cypriot middlemen to Romania horse butchers.
PASTRIES
Thank goodness there's no such thing (yet) as a beef doughnut. In Spain, Nestle's recall of products includes meat-filled, semicircular pastries called empanadas.
PIES
You might be surprised to find horse meat hiding under a frilly layer of potato. British-style cottage pies, with gravy, beef and carrots under the smashed spuds, have been withdrawn from scores of school cafeterias in England, Wales and Scotland after DNA tests found horse meat inside. France made similar discoveries in its potato-topped pie called hachis Parmentier.
VEGETABLES
Mom might tell you to eat your vegetables, but the Nestle product recall in Spain included meat-stuffed peppers.
KEBABS
Once you've blended a handful of meats, does one more really matter? The Austrians found horse in kebab meat produced by a Vienna firm, Lilla Gastronomie, that was supposed to contain a blend of only beef, pork and turkey.
SAUSAGES
Fry 'er up: Despite sausages' worldwide reputation as a favored destination for mystery meat, only Austria has found equine DNA hiding in sausages, in two brands made by Josef Freitag, aka "Joe Friday."
New York-based eyewear startup Warby Parker is off to a good start in 2013, having recently been fingered as a possible partner for Google Glass, and now is reported to have gained an additional investment from American Express and J. Crew chief executive Millard S. Drexler. The new investors went in alongside General Catalyst, Spark Capital, Tiger Global Management, Thrive Capital, Lerer Ventures?and Menlo Ventures, in a round totaling $41.5 million in financing, which officially closed in January.
Feb. 24, 2013 ? The Hubble Space Telescope has captured a new image showing an object known as HH 151, a bright jet of glowing material trailed by an intricate, orange-hued plume of gas and dust.
It is located some 460 light-years away in the constellation of Taurus (The Bull), near to the young, tumultuous star HL Tau.
In the first few hundred thousand years of life, new stars like HL Tau pull in material that falls towards them from the surrounding space. This material forms a hot disc that swirls around the coalescing body, launching narrow streams of material from its poles. These jets are shot out at speeds of several hundred kilometers (or miles) per second and collide violently with nearby clumps of dust and gas, creating wispy, billowing structures known as Herbig-Haro objects -- like HH 151 seen in the image.
Such objects are very common in star-forming regions. They are short-lived, and their motion and evolution can actually be seen over very short timescales, on the order of years. They quickly race away from the newly-forming star that emitted them, colliding with new clumps of material and glowing brightly before fading away.

Six tanks at the Hanford Nuclear Reservation in southeast Washington state are leaking radioactive waste, the governor said Friday, calling the news "disturbing" even as he insisted there are "no immediate health risks."
"News of six leaking tanks at Hanford raises serious questions about integrity of all single tanks," Gov. Jay Inslee said Friday afternoon on Twitter.
Inslee said that he got the latest information about the site during a meeting in Washington with U.S. Energy Secretary Steven Chu.
One week earlier, Chu called the governor to tell him that a single-shell tank in the same location was leaking liquids at a rate of 150 to 300 gallons per year. Believed to be the first to lose liquids since 2005, that tank was built in the 1940s and can hold roughly 447,000 gallons of sludge, according to the governor's office.
"(Chu) told me today that his department did not adequately analyze data it had that would have shown the other tanks that are leaking," Inslee said.
The sprawling, 586-square mile Hanford site houses a total of 177 underground tanks full of radioactive sludge, of which 149 are single-shell tanks.
On Friday, Inslee said there is "still no current health risk" tied to the leaks.
He made similar comments a week earlier, saying "it would be quite some time before these leaks could breach groundwater or the Columbia River." At the same time, the governor stressed that the problem must be addressed.
"This certainly raises serious questions about the integrity of all 149 single-shell tanks with radioactive liquid and sludge at Hanford," he said Friday.
Hanford became a focal point of U.S. nuclear efforts beginning in 1943, when aspects of the Manhattan Project were moved there. As local residents moved out, thousands of workers moved into the site where plutonium for use in atomic bombs was produced. Two bombs were dropped on Japan during the final days of World War II.
The site -- about half the size of Rhode Island, in an area centered roughly 75 miles east of Yakima -- continued to buzz during the Cold War, with more plutonium production as well as the construction of several nuclear reactors.
The last reactor shut down in 1987, though a mammoth cleanup effort remained to address what state and federal authorities deemed the most contaminated site in the Western Hemisphere.
Those efforts were bolstered by about $2 billion in federal stimulus funds authorized in several years ago. But decades of more work remain, which is why Washington's governor said he feared that across-the-board budget cuts called the sequester -- which could take effect March 1, unless Congress passes and President Barack Obama signs an alternative -- could negatively affect activity at the site.
"We need to be sure the federal government maintains its commitment and legal obligation to the cleanup of Hanford," Inslee said. "To see Hanford workers furloughed at the exact moment we have additional leakers out there is completely unacceptable."
By-election winner Richard Forster has pledged to tackle the problem of escalating long-term youth unemployment in Castleford.
Coun Forster, who held the Castleford Central and Glasshoughton Ward for Labour in Thursday?s Wakefield Council by-election, said he will be seeking to increase training opportunities for youngsters. The seat was left vacant after West Yorkshire?s newly-elected Police and Crime Commissioner Mark Burns-Williamson fulfilled his pledge to resign his seat as a councillor on Wakefield Council.
Mr Burns-Williamson, who was a Labour councillor for the Castleford and Glasshoughton ward for almost 15 years, announced his intention to resign after being elected as crime chief last November.
Coun Forster romped home for Labour in the by-election after winning 1,567 of the total 2,045 votes cast following a poor turn out of just 16.93 per cent.
UKIP candidate Nathan Garbutt won 349 votes while Conservative candidate Annemarie Glover recorded 95 votes and Liberal Democrat candidate Mark Goodair won just 33 votes.
Long-term youth unemployment across the Pontefract, Castleford and Hemsworth area has rocketed by up to 500 per cent in the last 12 months. Office for National Statistics figures show the number of youngsters out of work in Pontefract and Castleford increased from 35 in December 2011 to 190 in December last year.
Married father-of-two Coun Forster, 57, who works as a director of a housing association, said: ?I am going to try to increase the opportunities for training and make sure that schools link in with businesses in communities to make sure there are opportunities for work placements so children?s aspirations are going to be increased.
?They will have had the experiences in work placements that currently is quite limited. I want to work with small and medium-sized businesses to increase the opportunities for work placements for young people in schools.
?I want to make sure we have got a workforce that is trained and ready for any opportunities that we can bring in to the town.
Coun Forster added: ?I was born and have been bred in Castleford and I want to make Castleford a thriving town in the wider Wakefield district.?

And the Republicans will take the blame, she added, if sequestration goes into effect. Nope, Scarborough asserted. This is on the president.
